From: G. S. P. S (a Taiwanese inhabitant as well as an USA nation) Subject: USA do accords with both The USA Constitution and the laws relation regulations to good take care of her 23 millions nations, the inhabitants of Taiwan and Pescadores , please!. Explanation:
1. Taiwan and Pescadores have been become USA ’s war booties since the WWII was over. Taiwanese and Pescadores’ inhabitants have already been the nations of USA naturally as well.
(a)During the course of the Pacific War of the WWII, the historical record shows all military attacks against Japanese Formosa and Pescadores, and indeed against the four main Japanese islands, was conducted by United States military forces. The USA is the “conqueror.”
(b)Taiwan Relationship Law is one of state’s inner laws of USA .
(c) USA is and remains the “principal occupying power” of Taiwan under San Francisco Peaceful Treaty (SFPT) Article 23(a). (d)While Article 2(b) of the SFPT didn’t designate a recipient of “all right, title and claim to Formosa and Pescadores,” Article 23 of the SFPT designated the United States as “the principal occupying power” with respect to the territories covered by the SFPT, including “ Formosa and Pescadores ”. (e)Military occupation is a “transitional period,” or period of “interim (political) status.” The occupied territory may be said to be “in interim status under the law of occupation.” USA officials always described the status of Taiwan as “undetermined” during the past 62 years. It hints Taiwan is not yet reached a “final (political) status.” (f)USAG declared that Taiwan or ROC is not a state and said Taiwan is not Part of China recently. If USA is not still holding the sovereignty over Taiwan and title to its territory, above-mentioned declarations are not eligible. (g)Both Formosa and Pescadores’ inhabitants, by virtue of living in a territory subject to the jurisdiction of the United States , have always been USA ’s nations naturally since the over of the WWII as well. 2. Considering the USA Government (USAG) has the authority and obligation to preserve the Constitution rights of persons subject to the jurisdiction of the United States , whether or not such persons are United States citizens, or non-citizen nations.
(a)The inhabitants of Taiwan as being United States non-citizen nations: have fundamental rights under United States laws, including the United States Constitution.
(b) USA has to free both customs and quota for the goods imported from Taiwan , shoulder whole Taiwan national defense and issue USA passport for all Taiwanese people…etc. Or else, USA helps Taiwan to establish a sovereignty independent state. Above- mentioned things are the basic duties of USA for Taiwan inherent. USA before carries out the latter, she should do the former at first.
3. The 23millions Taiwanese inhabitants, being USA nations is an honor and
noble thing. However, USA Government indulged the Kao Ming Tang
Administration of ROC (an alien administration) to crush her naïve
nations reckless and without inhibition for quite long term. Moreover,
after the “Shang-haei gazette” was signed. USA aligned herself with
China insulted Taiwan together. Even she is willing to submit China's instigations to oppress Taiwan . Why should Taiwanese people ( USA nations) endure such lots of suffers and insults? The answer is the high officials of USA seriously violated their state’s Constitution and the relation laws. They should be impeached by the Congress, for USA is a state ruled by laws not by person.
Relief: Petition respectfully prays that the Congress enter a Resolution as: USA Government do takes care of the 23millions USA nations (Taiwanese inhabitants) well under Constitution and the relation laws. And USA no more deprives the basic rights of Taiwan inherent such as: Freeing both customs and quota for the goods imported from Taiwan , shouldering whole Taiwan national defense and issuing USA passport for all Taiwanese people.

主 旨：請美國政府切實遵照美國憲法與相關法律，妥善照顧她的2,300萬國民
—臺灣澎湖全體居民。
說 明：
一﹑臺灣澎湖自第二次世界大戰結束以後，就一直是美國的戰利品，臺灣澎湖居民自然也就因而一直成為美國國民。
1﹑依據歷史記載所示，第二次世界大戰太平洋戰區攻打日本的臺灣澎湖以及日本本土的四個島嶼，完全由美國軍隊所為，美國是「征服者」。
2﹑臺灣關係法是美國國內法之一。
3﹑依據舊金山和平條約第23條a款之規定，美國一直是臺灣的「主要佔領權國。」
4﹑雖然依據舊金山和平條約第2條b款規定，並未指定對「臺灣、澎湖之一切權利、所有權與請求權」的接受者﹔但依據舊金山和平條約第23條a款，指定美國為舊金山和平條約所界定土地範圍內之臺灣澎湖的「主要佔領權國」。
5﹑軍事佔領是一種「過渡時期」，或「過渡(政治)地位」時期，被佔領地可稱之為「佔領法下的過渡地位」。62年來美國官員總是形容臺灣地位「未定」，暗示臺灣仍未達到「最終(政治)地位」。
6﹑美國政府最近聲明臺灣或中華民國都不是國家，以及臺灣不是中國的一部分。假如美國迄仍未握有臺灣主權與土地所有權狀，上述的聲明是不合法的。
7﹑由於臺灣澎湖全體居民居住在美國管轄土地上，從第二次世界大戰結束以來，也就自然成為美國國民。
二﹑由於美國政府有權利與責任維護在美國管轄下人民在憲法下之權利，無論這些人民是美國公民或美國國民(非公民)。
1﹑身為美國國民的臺灣居民，應享受美國憲法與美國法律體系下的基本權利保障。
2﹑美國應免除從臺灣輸入貨品的關稅和配額限制、負起整個臺灣國防以及簽發美國護照給臺灣澎湖全體居民…等，或者協助臺灣建立一個主權獨立自主的國家，這些本來就是美國為臺灣所應盡的最基本職責；美國履行後者之前，應做好前者。
三﹑身為美國國民的2,300萬的臺灣澎湖全體居民，是件尊貴光榮的事情，然而美國卻長期縱容國民政府(外來政權)肆無憚忌地壓榨她(美國)的純真的國民。猶有進者，上海公報簽署後，美國更與中國聯手羞辱臺灣，甚至於屈從中國的指揮來壓制臺灣。何以臺灣澎湖全體居民(美國國民)要忍受這麼多的痛苦與屈辱？答案是美國高級官員嚴重違憲違法，他們應該被國會彈劾，因為美國是個法治而不是人治的國家。
辦 法：請願者祈求 貴院決議如次：美國政府切實遵照美國憲法與有關法律，好好照顧2,300萬美國國民(臺灣澎湖全體居民)，以及美國不再剝奪臺灣本有的基本權益如：美國應免除從臺灣輸入貨品的關稅和配額限制、負起整個臺灣國防以及簽發美國護照給臺灣澎湖全體居民。

附註:
一.從歷史記載,美國自WWII結束到現在,是臺灣的真正唯一[征服者] ,以及臺灣一直是美國的軍事佔領區,要不然美國無權公然宣稱:[臺灣與中華民國都不是國家,以及臺灣不是中國的一部分.]更未見中國以及中華民國有任何抗議,這是臺灣的真正政治地位,歷史事實就是歷史事實,不容否認與辯駁,只有接受一途!
二.臺灣獨立應向美國依法爭取,這是臺澎居民的基本權利.也是美國責無旁貸的義務!至於獨派大老的[臺灣自舊金山和約生效日,就已是個主權獨立國家]的臺獨論述,根本是昧於事實,專門用來替民X黨欺瞞本土人士,此種論述極為傷害臺灣,因為代表人民承受主權的是政府,而自1945年到現在,臺灣的唯一政府就是中華民國政府,故該主張平白將臺灣主權送給中華民國;猶有甚者,因為中國有權繼承中華民國,故等於承認臺灣是中國的一部分,豈可不慎哉!
三.在臺灣獨立之前,全民應同心向美國爭取美國62年來從未兌現的:臺灣貨品輸美免關稅免配額限制.美國負起臺灣國防以及簽發美國護照給臺澎全體居民等等,一則臺灣經濟困境立即解套,並確保世界性日益短絀恐慌的糧食來源,是臺澎全體居民不分芋ㄚ蕃薯都蒙利的,謹呼籲大家不要再被意識型態所矇蔽,醒醒吧!
四.有關爭取的最迅速有效方法之一,即援用[向美國參眾兩院請願書(英文本)],一人一請願書各自分向參眾兩院請願(最近有素未謀面的參議員傳e-mail通知其將回選區參選,這段期間不在國會山莊,可見我的請願已引起美國國會的重視),冀期有成.謝謝!

這些年從沈建德博士的相關著作裡已略有所聞…
而基本上我也是樂見其成的！
追求長治久安的建國道路，有時候直線未必是最短的距離。
條條道路通羅馬……況且未來的台灣要從民主法治國家的美國獨立出來，
將遠遠比起要從極權人治的共黨專政下獨立要簡易數千倍吧！或許……
（中國就是一個缺乏民主法治精神的國度！常餵養人民民族主義的毒素，敢喊獨立就要殺要剮，一切講政治，更常為了排解內部貧富懸殊的社會問題，維護其政權統治的穩固，不惜以製造外部的矛盾來轉移注意、凝聚同仇敵愾的氛圍來化解內部壓力。）
即便台灣尚無法建立小而美、新而獨立的正常化國家，
光是當一個海外一州（福爾摩沙州??
於軍事上有美軍艦隊的駐守，經濟上亦有聯邦政府對州政府預算的美金挹注，
台灣人面臨中國的威脅又何足懼哉？
